    "content": "But just from purely looking at this Bill which I have just come across as well as from the contributions - and I must thank the Vice-Chair of the Committee Hon. Nyokabi as well as Hon. Irungu Kang’ata - I am already persuaded that this is already a necessary law. Of course, it is giving effect to the provisions of the Constitution Article 23(2), as well as Article 169(1) (a) and (2) that actually provides for the enactment of some of this legislation around Magistrates’ Courts to provide specific jurisdiction and administration."
