The only way one would want it to be admissible is if the person who has signed here would have written: “Mr. Ochieng for and on behalf of the Cabinet Secretary for that Ministry.” But this is not the case. Anybody could have initialed this, including her secretary. How can the Senate use a document that is signed by an anonymous person?"
