"content": "Mr. Temporary Chairman, Sir, I agree with the Chairman. However, I appeal to him to think hard about the new insertion that requires the candidate to declare his or her place of birth. When you think about it critically, you will find that, that could be abused to this extent. A person might have been born in Kakamega County and that is the only attachment he or she has with Kakamega. He or she may end up being a resident of Uasin Gishu. When he or she is being vetted and a particular position is to be reserved for the locals, the person – purely because of the place of birth indicated in his or her identification card showing that he or she is not from the county in which he or she is being interviewed – could run the risk of losing the job. How I wish that the issue of “place of birth” be replaced with “place of permanent residence.” The electronic version of the Senate Hansard Report is for information purposes only.
