    "content": "Mr. Temporary Speaker, Sir, on what Sen. (Dr.) Machage has said, I have never heard of a Chair of a committee coming to the House to ask what he or she should do because a witness has failed to appear before a committee. There are clear instructions. We are creating a dangerous precedence here, where there are some people who can be summoned by a committee and fail to come and we do nothing but lament. Let the Chair use the rules as set in the Standing Orders. The Powers and Privileges Act also gives them the powers to order anybody to appear before them. Incidentally, you remember that the governors went to court to argue that they did not need to be summoned by the Senate and they lost the case. I do not know what we are doing because we have the mandate. We have all the rules in our hands and we are lamenting here that the governor has refused to come. Therefore, the Chair knows what to do."
