    "content": "Following the approval by this House of the Budget for the Financial Year 2010/2011, the Government embarked on the implementation of various programmes for which resources were appropriated. Whereas, indeed, I have tried to adhere to the fiscal programme presented to this House, the implementation of the Budget has faced numerous challenges which have disrupted the original assumptions that formulated the basis of the Budget. Key amongst those challenges included the rise in food and oil prices, political turmoil in the Middle East and North Africa, drought, security issues and implementation of the Constitution. This has resulted in revenue shortfalls and request for additional funding from the Treasury by line Ministries, thus, necessitating the review of the macro-economic framework that guided the formulation of the Budget of the 2010/2011 Financial Year."
