    "content": "Thank you, Hon. Deputy Speaker. My name is Ekomwa. It is difficult. Lomenen is the right one, but they are all my names. Thank you for giving me this opportunity. I rise to support this Bill. The Bill has come at the right time. This meets the mandate of this Parliament. The Constitution gives us the mandate to pass such Bills so that justice is done to the people of Kenya. After we pass this Bill, we expect to have order in our judicial system. We have made peculiar observations in the way justice is administered in most courts in Kenya. This nation belongs to all of us; the poor and the rich. We expect justice to be exercised equally to every Kenyan citizen. Courts are not only meant for the rich, but also for the poor and they should afford it. Justice should not be so expensive for the poor to access. It must be afforded by all the citizens. I am pleased to support this Bill because we expect changes in the administration of justice in Kenya. More often, we have sadly observed that Kenyans would prefer an international court at the expense of the local courts. That is because we have no order in our courts. We do not expect corruption to be found in our courts. Even if it is there, it should be minimal. If you get evidence of corruption in our courts, what will a common mwananchi do? He will not have trust in the courts and the courts will not be attractive. When we pass this Bill, Kenyans will be encouraged to take their cases to court. I come from Turkana, the furthest corner of this country. In this Bill, I have seen a component of creating new divisions in our courts. I want to ask the Members of Parliament, magistrates and lawyers whether it is logical for us to establish courts in different areas just The electronic version of the Official Hansard Report is for information purposesonly.
