"content": "Thank you, Hon. Deputy Speaker. I rise to support this important Bill. This Bill has been overdue for a long time. I hope you will agree with me that many Kenyans have been deprived their rights through delay of justice. Many Kenyans have suffered a lot. I would like to start by thanking the Jubilee Government for coming up with such a noble Bill to support and to remember the suffering that the ordinary mwananchi has been going through. Many Kenyans have suffered and lost properties because previously there was no proper administration in the Judiciary. Corruption was very rampant in the Judiciary. No wonder one colleague said that sometime back, many Kenyans lost confidence in their judicial system and that was why they preferred the International Criminal Court (ICC) to their own judicial system. That is why some of us are suffering at the hands of a white man."
