I was not present when the Bill was moved but, looking at the last paragraph on the memorandum of objects on reasons, I do not seem to understand this statement: “That the enactment of this Bill shall occasion not additional expenditure of public funds to be provided for through the annual Estimates.” That appears to be a contradiction.
