    "content": "Thank you, Hon. Temporary Deputy Speaker. It looks like I have just walked in at the opportune moment just to second the Bill. I, therefore, beg to second the Bill. This Bill was first introduced in the House on 5th August, 2015. As you know, it is sponsored by the Leader of the Majority Party as has been mentioned by the Deputy Leader of the Majority Party. Once the Bill went through the First Reading, it was committed to the Departmental Committee on Justice and Legal Affairs. The Committee conducted public hearings as required by Article 118 of the Constitution which says that it is no longer the exclusive preserve of Parliament to enact legislation.
