    "content": "Thank you, Hon. Temporary Deputy Speaker. I am not a lawyer but I would like to add my voice to the High Court Organisation and Administration Bill, 2015. In August, 2015, we faced a serious constitutional crisis as a country. More so the crisis was borne by the 11th Parliament whose life was being threatened for its inability to legislate Bills that had time limits. I believe that this is one of the Bills that will respond to that crisis and sort it out. It will respond to a requirement in Article 165(1)(a) and (b) of our Constitution which requires that we legislate on organisation and administration of the High Court."
