    "content": "Thank you, Hon. Temporary Deputy Speaker. I rise to support this very important Bill. The Bill provides for organisation and administration of the High Court. This Bill is good in the sense that it provides for co-ordination of our judicial system, especially the High Court in terms of the way it is organized as well as its leadership and management structure. The fact is that it brings out the issue of how each of the stations should be administered; it provides for management teams as well as timelines within which those teams should meet and advise one another. Also the provision for timelines for determination of cases is good, knowing that justice delayed is justice denied. This particular Bill also seeks to give effect to Article 165 of our Constitution. We know that our judicial system is facing challenges in terms of cases backlog; judges and other judicial officers take over the responsibility of this House, and the responsibility of other arms of government. This aspect should be considered very seriously. Some people even go to the High Court and pre-empt what is supposed to be brought to this August House. In such instances, even the courts act in violation of the very Constitution that provides for separation of powers among the various arms of the Government. This House plays a role.
