    "content": "Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity. I wish to support this Bill, and in supporting it I would wish to indicate that a lot of what the Bill does is codify what is already in practice in the courts of law. It is a good thing because we can be speaking from a point of authority. This Bill seeks to ensure there is order, efficiency, effectiveness and timeliness in delivery of justice. Hon. Temporary Deputy Speaker, a lot of the things that the Bill speaks to are about ranking - who comes first and who follows, and about order in the courts. It is about when the court says what times and how long the matters need to be dealt with. Perhaps, one of the things that we can borrow from Parliament is to get that sought of order. With due respect, it would not be in order for Hon. Dalmas Otieno, to be sitting as a ranking Member when all of us who are juniors are speaking ahead of him.
