    "content": "This law is pro-poor. It is meant for the common person. It is contains issues that would otherwise be considered negligible. It is taking care of people living with disabilities and affirmative action groups like women, although my sister Millie said it was a bit inadequate on women, which I agree with; I hope there will be a few other amendments that will speak to that. This Bill will handle disputes of civil nature. These are disputes that are currently handled by chiefs and elders. These are issues to do with pregnancies, marriages, divorce and dowry.
