    "content": "Thank you, Hon. Temporary Deputy Speaker for this opportunity. I will speak in a minute. The cornerstone of a strong economy, democracy and stability of a country lies in an efficient judicial system. I rise to support the High Court Organisation and Administration Bill, but with some amendment. If you look at Part II, Clause 3 on the Establishment of Divisions, there is a Criminal Division, Civil Division and the Judicial Review Division, but there is a critical division that is not mentioned here. I will move an amendment to have a Land Division created in this Bill, so that we can sort out issues related to land matters. Already the Directorate of Criminal Investigation has established a division that deals with land matters. We have cases about the 1992 tribal clashes that are still pending in court and cases of the 2007 post- election violence."
