    "content": "Hon. Temporary Deputy Chairman, I just want to be very simple for the Members who have asked for clear clarification including Dr. Nyikal, who is now not listening. To get to this stage, this Bill has taken two years - one year of research - from pre- publication to where it is at this point. At the end of the day, we want to establish an authority that serves both national and county governments. We have to be realistic. If at this point we insist on having these provisions, we will lose the entire Bill. This is out of experience. I am one of the few Members who have taken a Private Members’ Bill to the Senate. It took eight months, yet we have only two months before the lapse of this Session. The amendments that will bring to effect inclusion of the county governments, and I have discussed this with the Legal Department, can be brought immediately. It does not have to take six months because it is not something that has been rejected by the House. So, for us to save the baby, let us not throw the baby with the bath water, because if we pass this Bill without the amendment then the youth of this country will not have the Authority."
