Temporary Deputy Chairman, the main difference at part (a) is that the Cabinet Secretary (CS) will be responsible for appointment of the Board, including the chairman, unlike in the Bill which says the President shall appoint the chairman. On part (b), it is unfortunate that it is printed as (a), but the second part is (b) and not as it appears on the Order Paper. The reason for doing this is that the chair of this Authority should have seven years’ experience and not five years’ experience as indicated in the Bill."
