Temporary Deputy Chairman, I beg to move:- THAT, Clause 31 of the Bill be amended- (a) in sub-clause (2) by deleting the word “the youth” and substituting therefor the word“Kenyans” (b) deleting the words “county entity,” appearing after the words “national entity” (c) in sub-clause (2) by deleting the word “the youth” and substituting therefor the word “Kenyans”. Just like the earlier amendments, the first one in sub-clause 2 is to deal with Kenyans generally so that everyone is included, not just young people. The second one is about national entities and the third one is as the first on the issue of youth. So, it is just same as what we have done before."
