    "content": "Mr. Temporary Deputy Speaker, Sir, equally, a number of issues were raised with regard to poor planning but at the end of the day, were have done our best to ensure that we stick to the Budget that was approved by Parliament. However, there are some circumstances that are well beyond the control of the Ministry or even line Ministries. As I said in my moving notes, some of the factors that have resulted in a reduction in the revenue that we expected to raise are exogenous and are beyond the control of the Government. This is because they are as a result of factors of things happening outside our country and well beyond the control of this nation."
