"content": "On a point of order, Hon. Temporary Deputy Chairman. I have a point of order while waiting for the Long Title as Hon. Sakaja and Hon. Were have informed us. I get worried about how this Bill is being drafted. This thing about Kenyans and job seekers, who is a Kenyan? Does this refer to citizenship, that if you are a citizen of the Republic of Kenya, then you are entitled to get this? This is okay if it refers to a citizen of Kenya. But who is a citizen of Kenya? What, therefore, gives a person an opportunity to be a citizen of the Republic of Kenya? Would it be registration as a Kenyan by the national identity card or is it by birth certificate that you are a Kenyan? This is an expression which is very loose and very dangerous in legislation. In fact, it is the first and the only statute I know of in which people are mentioned as Kenyans do this or do that. I would have wished that the drafters would have found a middle-ground of The electronic version of the Official Hansard Report is for information purposesonly.
