I hear what they are talking about; people of Kenyan origin; indigenous Kenyans, but to describe them as Kenyans, the word Kenya has not been described in any statute that I know of. Who is a Kenyan? If, for example, the drafters would have said “persons” and in the interpretation section explained who “persons” inside that Bill are, it would be very neat and consistent with all the statutes that we know of. This is the first one in which you will find an expression that “Kenyans are entitled to this or that”. It is not that I am against or I am opposing it, but I just want it to be consistent with legislative formula that is found in all the other legislations that we know of."
