Temporary Deputy Speaker, I am looking at comparative areas around the world where job centres have successfully helped to streamline the job market especially for vulnerable groups like youth, women and persons with disabilities. I would like to thank the Departmental Committee on Labour and Social Welfare, ably led by Hon. Were, who took time from the retreats they had on public participation and actually indulged me to convince them on some of these amendments. Because of that, we were able to reach a middle ground. This Bill is supposed to address issues of unemployment in this country. The unemployment rate is very high, but 70 per cent of those who are unemployed are the youth."
