    "content": "Because such a huge percentage of those who are unemployed are the youth, we felt it would be prudent to expand this to involve every category of Kenyans who are looking for jobs. The Sessional Paper on Employment Strategy which we read and passed in this House provides that the national Government should create an employment authority. It will not be prudent to have a National Youth Employment Authority, a National Women Employment Authority, a National Persons with Disabilities Authority, and another authority for persons above 40 years and so on.
