    "content": "more than 30 per cent of the citizenry; cognizant of the fact that most of our neighbouring countries are also agriculture-driven economies and that free trade has become more pronounced especially in the East African Region; concerned that the cost of production in our neighbouring countries is reported to be less as compared to the Kenyan cost of production; further concerned that this scenario will lead to a loss of revenue due to importation of these cheaper products; alarmed that the long term impact is detrimental to the economic development of the state, and further noting that there is no specific policy that cushions our farmers against losses caused by weather vagaries such as flood, drought, frost and hailstones which in turn affects free returns; this House resolves that the Government immediately establishes a policy to ensure that minimum return on local crops and animal products are safeguarded and to consider exemption of Value Added Tax (VAT) on farm inputs and other materials used in the production of animal feed and fertilizer.
