    "content": "Thank you, Hon. Speaker. It is a constitutional requirement that the State shall ensure access to justice for all Kenyans. Should any fee be required, it should not be prohibitive and so high to the extent that it will impede the dispensation of justice. The establishment of the small claims courts will be the most appropriate way of ensuring that, that constitutional requirement is met especially for marginalized areas - those Government forsaken parts of this country where courts do not really exist."
