Thank you for giving me the opportunity to contribute to this Bill which has a constitutional deadline. It is one of the Bills whose deadline we extended before we went for recess. In this country, justice is a very elusive thing to most of the Kenyans. One, it is because of the cost. Two, it is because of accessibility either in terms of physical distances or congestion.
