    "content": "Mr. Speaker, Sir, secondly, Sen. (Prof.) Lonyangapuo wanted me to explain what the relevant Government agency is doing to stop the dangerous activity in the region and in other areas throughout the country where such activities are being undertaken. The Ministry has instituted the following measures to address these issues: a) The Kenya Forest Service (KFS) has been working with other law enforcement agencies in mounting joint operations to arrest and prosecute offenders engaged in illegal charcoal business throughout the country. A sample of the cases prosecuted in Elgeyo-Marakwet County from July to September 2015, is hereby attached for perusal; b) KFS has suspended the issuance of charcoal movement permits in all counties where cases of authorized production of charcoal has been taking place; c) county and sub county environmental committees comprising of office from national and county governments have been formed to vet and recommend individuals or groups for charcoal productions on a sustainable basis after meeting the requirements of the charcoal rules; and, d) sensitization through public barazas to discourage people from participating in charcoal business.
