"content": "Mr. Speaker, Sir, I dare say that the Chairman’s response is misleading to the House. For the past 10 years, I have been asking questions concerning the issue of charcoal. I want to confirm that there is no irrigation going on in my county. Therefore, the question of clearing land for irrigation does not arise. What is happening is that the people we gave the responsibility to conserve forests are the ones destroying them in conjunction with the police. If I took the Chairman between Thika and Mwingi, he will find no less than 10 long vehicles carrying charcoal and passing through roadblocks where police officers are and they will claim to have permits from the Forest Department. Could the Chairman tell us who issues permits for charcoal to be burnt throughout the country? As we speak now, we risk having this country being turned into a desert courtesy of the Ministry that is supposed to protect forests."
