As I said, the Speech by His Excellency President (Dr.) Jakaya Kikwete came at the right time when he is leaving office. In this part of the world, it has become the norm that when the time for many leaders comes for them to leave office, they try to interfere with the Constitution of their country, to change the rules and they use the people as an excuse to hang on in office.
