    "content": " Thank you, Mr. Speaker, Sir, I second the Motion and laud the honour given to His Excellency President (Dr.) Jakaya Mrisho Kikwete as the first foreign head of state to address a Joint Sittings of Parliament, since the advent of the new Constitution. In his Address, His Excellency the President made a very pertinent point that pertains to the relationship between Kenya and Tanzania and East African region, as a whole. We also noted that many of our colleagues do not understand Kiswahili although it is our national language because they were bewildered by the manner in which the visiting President addressed the House in Kiswahili."
