    "content": "Hon. Speaker, I will do exactly that and I have even tried informal contact because some of my colleagues are also in the Ministry. In fact, the Principal Secretary (PS) himself is an engineer but, I am being told that part of the problem is that the Ministry does not have a substantive Minister. But this is now four years. I want to believe that even those who are working there in acting capacity should be able to facilitate this."
