    "content": "I want to say that on this issue of Kazi Kwa Vijana Programme, we have tried to streamline it. We know that this was part of the Economic Stimulus Programme to try and create jobs for the youth and various Ministries were involved in these activities. Indeed, my Ministry was involved in tree planting as part of the component and I have come in and said that in future, I do not want this mode of payment. Payments should be made through financial institutions in whatever form that it can be done so that we avoid these kinds of issues. This was a widespread problem in some areas and we have tried to correct it."
