    "content": "Thank you so much, Hon. Temporary Deputy Speaker. I rise to support this very important Bill which is not only part of our duty to implement the Constitution, but also part of going forward in this country to ensure that we have an efficient, transparent and well organised system of getting justice. Before I go far, I want to say that the role of a judiciary or judicial system is creating an enabling environment for doing business in the country. It is to create confidence among Kenyans that they have a place to go to in case they have disputes, especially in a country that is as sick as ours, where everyone looks out for himself and God for us all. It is having a judiciary that people can trust. That is a very important thing. What we are doing this afternoon is to ensure that we build a more independent, firmer and a more transparent Judiciary. In my mind, whereas we have a Supreme Court in this country, the Court of Appeal is the most important of all the courts in this country. If you ask me, the reason is that the Supreme Court has a very limited jurisdiction. Under the circumstances that have been prescribed in the Constitution, matters go to them rarely.
