"content": "Thank you, Hon. Speaker. Let me take this opportunity to thank all the Members who have contributed to this Bill for the last four hours. That shows that this Bill, and in particular the Small Claims Court, has attracted a lot of attention. It deals with the very fabric of society. It deals with that very small person in the community who has problems and is in conflict with his or her neighbour. As Hon. Members contributed, they spoke from their hearts because they understood and were conversant with the problems that small litigants go through. As I move that the Bill be read for a second time, you rightly mentioned that there must be transitional provisions. The Committee considered this Bill and proposed changes to it requiring that parties who are complainants in a Resident Magistrates Court will have to agree to withdraw their cases to be heard by the adjudicator in the Small Claims Courts. We will be moving those amendments during the Committee of the whole House. I thank you Hon. Speaker and the House for being patient and for the very good contributions that you have made towards the establishment of the Small Claims Courts. I beg to move."
