    "content": "becomes more important than what we envisaged at the beginning. I am foreseeing a situation where this Senate will need to have another Committee to revisit the laws which govern how the county governments are being conducted. There is too much leeway and by the time they come to the County Public Accounts and Investments Committee, it is too late. We need a similar session of consultations so that we can do amendments to the laws which govern the way the county governments are operating at the moment. With those few remarks, I wish to urge this Senate to support this Motion so that we can move on. I also wish to urge the National Assembly to see the wisdom in it and also appeal Kenyans at large, because eventually, it will end up in the referendum. I beg to support."
