    "content": "Mr. Deputy Speaker, Sir, this programme was initiated in 2006 as a social protection strategy in Kenya on a pilot basis in three districts. We started with Busia, Nyando, and Thika districts. At that time we started with 100 households. One household would get Kshs1,000. Since then we have managed to upscale this amount of money. As soon as the Treasury gives us more money, we will include more districts. So far, we have increased the number of districts covering 33,000 people."
