The fact that they are there is obvious because it is provided for in the Constitution but I am now talking about the Kenya of the future. We want to sort out these things once and for all. If there is a way we can do it better, and I am saying we can, you can easily in this country provide that instead of the one-third rule, you put it 50-50 but in appointive offices so that when you tell the President, that he or she will not form the Government unless 50 per cent of his or her Cabinet Secretaries are women; for the reason that they are nominated."
