    "content": "Hon. Temporary Deputy Chairman, Hon. Gichigi is raising a fundamental issue. Clause 16 has parts (a) and (b). Part (b) is dealing with sub-clause (7) of Clause 16, which Hon. Emanikor is deleting and substituting therefor with another sub-clause which reads:- “(7) Each House of Parliament shall consider the report and recommendations by the Committee of Privileges in the manner set out in the Third Schedule.” In her explanation, she only dealt with part (a). You then went ahead to put the Question. We have not dealt with part (b) in as far as sub-clause (7) of Clause 16 is concerned. That is the issue Hon. Gichigi is raising."
