I had asked a question to the Assistant Minister as to whether he could provide the list of the beneficiaries because there is something shrouded here in some sort of secrecy. He just gave a blank answer that they pay through the Postal Corporation of Kenya. Whether they pay through the ATM, Postal Corporation of Kenya or M-Pesa, can we be told who among our constituents are receiving this money?"
