The intention of this was to empower the Serjeant-at-Arms to summon even a Member of this House when he is called or summoned before a Committee. This thing happened during the Ninth Parliament during the Commission to investigate the death of Robert Ouko. Hon. Biwott refused to appear. So, if you allow us some time, we will re-do this amendment properly and have this officer called the Serjeant-at-Arms. This clause only talks about an officer. We must give the officer the name “Serjeant-at-Arms”. The Serjeant-at-Arms has the powers to summon Hon. Kaluma or Hon. Duale when he is needed to appear before a Committee.
