    "content": "Mr. Temporary Deputy Speaker, Sir, could the Assistant Minister advice us whether it is possible to get those certificates of good conduct from the districts other than Nairobi? Could we, in the spirit of devolution, get it from the counties? It costs our people from Kisumu and other places a lot of time and money to come over here. It also takes an inordinate period of time to get the certificates. Sometimes, it can even take up to six months. Bearing in mind that the people who are doing it here are already overburdened by the demand, could the Assistant Minister advice us or comment on what steps they are taking to make sure that the service is spread out, at least, to the counties and if not, at least, to the provinces at this present moment in time?"
