    "content": " Mr. Temporary Deputy Speaker, Sir, this is not the first time that this matter has been raised in this House. It is, indeed, true that there is a long queue for purposes of filling the forms and then getting the certificate of good conduct. Within the reforms package, we are buying the equipments in order for us to decentralize the services to districts. Even without the decentralization, the applicants will be able to get the certificates of good conduct within two weeks and not six months. The only thing we are going to do is to fast-track the applications so that the applicants can get the certificates of good conduct within two weeks. In the meantime, once we get the funds from the Treasury, and once we get the funds for the police reforms, this is one of the areas that we are going to decentralize in order for Kenyans to get services at the grassroots level."
