However, you have heard the Assistant Minister say that he is unable to comment on whether it is a requirement that leaders seeking leadership positions - or applicants seeking leadership positions - are not required to have the certificate of good conduct. If it is very clear in the new Constitution - Chapter Six on Leadership and Integrity--- It is clearly stated the ethics under which a leader is supposed to observe. It is worrying that the people of this country are being pushed to the wall to have a certificate of good conduct. Newly graduated university students who may wish to join the army or the police force are forced to have certificates of good conduct. Why can we not compel those who are seeking leadership positions to have certificates of good conduct? Mr. Deputy Speaker, Sir, you can as well recall---"
