Looking at the fact that matters of minerals have a lot of interest by various individuals and institutions, it is important to vest the powers to make a decision on a certain individual. It is important for the Cabinet Secretary to have the powers to make a decision on a certain individual. In my view, giving such powers to the Cabinet Secretary is something worthwhile."
