    "content": "Hon. Temporary Deputy Chairlady, I wish to support this proposed amendment. Terminologies like ‘fair”, “prompt” and “full” tend to be very qualitative. I wish that in this amendment, we could be courageous enough to introduce quantitative aspects to these amendments. Terminologies like “fair”, “prompt” and “full” are subject to perception. What we could have done, and I hope this can be done in the regulations, is to put figures so that we do not make it a whimsical process, which depends on what somebody thinks or considers fair, prompt and full. Otherwise, I support the amendment."
