    "content": "Hon. Temporary Deputy Chairlady, we stand guided by the House on this, but we strongly felt that the county governments have an interest in this sector and it should be safeguarded. What was there before was that, the Cabinet Secretary (CS) in the Ministry of Devolution and Planning was to represent the interest of the counties. We felt that one of the governors or their representatives is best suited to safeguard their interests on the Minerals Rights Board. That was the spirit of our thinking but we stand guided."
