Temporary Deputy Speaker, on the local content and training, Part III, without limiting the generality of Part II, local content plan shall address employment and training, research and development, technology transfer, industrial attachment and apprenticeship, legal services, financial services, insurance services and succession plans. I would like to add my voice to the concerns that have been raised by my fellow speakers in the area of concentration of power on Cabinet Secretaries. They are not the Ministers who were there before, and who were representatives of the people. It is important that these individuals are not just--- Currently, some tend to think that they got their positions on their own and have no obligation or responsibility to this country except extraction of self benefit. This country is growing and I am sure we will be at a projected population of 70 million within a very short time. In order for us to develop, and for the resources to be evenly distributed to all members and parts of this country, those who are put in areas of responsibility need to understand that they are there to ensure that the country benefits but not individual empowerment. I must laud the President for his instruction that lifestyle audits be carried out on those who have been put in positions to ensure that they do revenue collection for this country."
