On the side of information and reporting, Part V of this Bill, before we give information on discovery to other entities or other persons, we must break the news to the local community. They must be told what has been discovered in their county. A good example is that I am from Turkana County. When oil was discovered in Turkana County, we did not even know that we had such a resource in Turkana. We only heard about through the social media and announcement from the President. Let us go down to the locals and break the news to them first before we do it at the national level. That is an area where we need to make sure that we inform people about what is in their counties. It is breaks your heart when you do not get information but hear it from other parties instead of the person closer to you. That is an area that must be improved, so that our people can get informed as this will make them feel they are owners of such resources."
