    "content": "On a point of information, Mr. Deputy Speaker, Sir. I wish to inform the House that from the discussion we had with the Cabinet Secretary in charge of the Ministry of Interior and Coordination of National Government, the Ministry is developing rules and regulations to govern the guards who are being hired by the county government. I am sure that they are almost finalizing on it. Furthermore, there is a lot of violation that is happening at the hands of these guards or rangers under the county governments. They have requested the Ministry to train them, but unfortunately, the Ministry has refused until they have a framework that will govern how they are going to be formalized. I, therefore, think that there is something in the offing and we will follow up. That is in the process and we will follow up and ensure that it has been finalized as quickly as possible.
