    "content": "Thank you, Mr. Deputy Speaker, Sir. Following the Statement by Sen. Murungi on behalf of the Senate Majority Leader, I have an issue with regard to the Bills he has listed which are coming at earlier stages. We have a situation where the Bill is read for the Second Time then it takes a long time to come to the Committee Stage because of the procedures of the Committee. For it to come to the Committee Stage, we need the Committee itself to give their report pertaining to the amendments if any which they have. Mr. Deputy Speaker, Sir, I have a case in point on the County Development Industrial Bill which has taken a very long time and every time I check with the Chair of the Committee on Commerce, Finance and Budget, the explanation is that they have not had it before the Committee. When he calls for a Committee meeting, they always lack quorum to proceed. The result is that the Business of the House delays.
