I want to include people who nowadays are being held in the usual detention by either the armies, intelligence or many others. It all falls under that word, ‘persons held in custody’. The Constitution is very clear. It says:- Anyone held by any institution, say, Kenya Wildlife Services, the Armed Forces, Kenya Police, the Prisons Department, the following should happen. It is covered and needs to be looked at in a broader sense."
